ARTICLE 1: STATEMENT OF PURPOSE
Article 1:Section 1. Affiliation
First and foremost the International Shiloh Shepherd™ Registry, Inc. (I.S.S.R., Inc.) is to be solely governed by the founder and Breed Warden of the Shiloh Shepherd™ Dog in accordance with the Constitution and Bylaws of the SSDCA, Inc. Provided that said organization continues to be governed by an Advisory Board of Directors approved by the I.S.S.R., Inc. In the event that said board becomes in conflict with the guidelines of this registry, an alternate Parent Club can be selected.
The I.S.S.R., Inc. is to be considered as the sole registry by which the Shiloh Shepherd™ Breed shall be maintained. All original records will be in the possession of the Breed Warden. All copies of these documents will be forwarded to a central computerized location for processing. Copies of all processed data will be kept in a safe off-site location. The Breed Warden (REGISTRAR) will have complete access to all records associated with the ISSR, Inc. at all times. Failure on the part of any appointed assistant to provide the Breed Warden with access to any records, will constitute grounds for immediate dismissal, and/or possible expulsion from the SSDCA, Inc./recognized Parent Club and/or suspension from all privileges governed by the I.S.S.R., Inc.
Article 1: Section 2. Purpose
First and foremost the purpose of the ISSR, Inc. will be solely devoted to protecting the quality of the Shiloh Shepherd™ Breed for all generations to come.
Maintain complete genetic information regarding individual dogs as well as their ancestors.
Sanction dog events that promote interest in, and sustain the process of, breeding for type and function of the Shiloh Shepherd™
Take whatever action necessary to uphold and govern the rules and regulations set forth herein.
ARTICLE 2: REGISTRATIONS
Article 2: Section 1. Effects of Certificates of Registration on Breeding
As per Article 2 Section 2,
Effective 9/1/92 dogs that have resulted from a breeding of "registerable" Shiloh Shepherd™ parents and not registered otherwise (with any other organization, individually, or as a litter) are eligible for full breeding papers ONLY if the entire litter is so registered.
Effective 9/1/96 upgrades are available as per Article 2 Section 2 Item F-1.
Effective 9/1/97 ANY Shiloh Shepherd™ that is registered with any Registry other than the I.S.S.R., (unless approved by the ISSR* for show purposes only) will have their ISSR papers automatically revoked.
Under No circumstances will the ISSR allow Dual Registration.*
*ISSR approved organizations will be issued a valid license to register Shiloh Shepherds™ for Show point tabulation only. Signed contract must validate that no litters will be registered by such organization except as in terms listed above.
Effective 9/1/97 the "RED" category has been added. Complete details are listed in Section 2, Item D.
Effective 9/1/97 PLATINUM PLUS Level upgrades are available as per Section 2, Item F-2.
Effective 9/1/97 only dogs that possess 4 or more champions in their first 5 generations and have completed 70% (passing) LMX data on either the Sire or Dam, and meet all of The (Article 2, Section 2, Item A, #1-7) Requirements and Article 2, Section 2, Item B requirements will receive Gold papers.
Effective 9/1/2001 any dog whose Inbreeding Coefficient (IC) is higher than 27% will not qualify for Gold papers.
Effective 9/1/2001 any dog that fails to pass his/her OFA preliminary/permanent rating with a "Good" rating or whose PennHip rating scores at or above .40 (in one or both hips) will not qualify for entry into the Gold category.
As per Article 2 Section 4
Effective 1/1/93 all puppies to be registered with the I.S.S.R, Inc. must be born out of previously Registered "ORA" or "GOLD" Dogs only, and each puppy in the litter must be registered.
Effective 9/1/96 no litter application will be accepted, unless the Breeder/Co-Breeder has a valid license and signed Breeders Code on file with the ISSR.
Effective 9/1/97 restricted litter applications must be submitted if:
Only restricted "yellow" papers will be issued to all progeny from such breedings. They will not qualify for GOLD upgrades at any time.
Effective 9/1/97 any application returned for insufficient LMX data, as per Article 2, Section 4 Item A, can resubmit a restricted form, whereby all progeny will be eligible for ORA or Black/white papers only.
Effective 9/1/2000 LMX data submitted on any Sire or Dam with less then two passing littermates in a litter of five or less will not qualify as having official data to meet the LMX requirements for unrestricted litter papers to be issued.
Effective 9/1/2000 no litter application will be accepted from any breeder nor co-breeder that has had any of their dog(s) ISSR registration(s) suspended/revoked within seven years of application. Furthermore, no litter application will be accepted from any breeder and/or co-breeder (as per Article 2 Section 4) that is not licensed with a signed breeders code on file with the ISSR, Inc. as well as being a member in good standing with the SSDCA, Inc.
Effective 9/1/2000 no litter application will be accepted from any breeder whose breeding privileges are under investigation by the SSDCA, Inc nor from any breeder that actively owns/co-owns non ISSR approved stock that claim to be “Shiloh Shepherd™” registered dogs. Furthermore, the owner/co-owner of both the Sire and Dam must be members in good standing with the SSDCA, Inc and have a recent signed Breeders Code on file, and one or both must have fulfilled the licensing requirements of the ISSR, Inc.

Effective 9/1/2001 any breeding that carries an IC higher than 19% is considered experimental. Any breeding of two dogs without health survey data validating carriers is a test breeding. Any such breedings without proper, prior written approval from the Breed Warden will result in non-registration of the litter.
As per Article II Section 6,
Effective 9/1/92 the ONE time registration fee will be $100** The ISSR reserves the right to change this fee at anytime with a minimum (30 day) notice!
Effective 9/1/98 all registered Kennel names will be subject to a $100.00 renewal fee every 3 years.
As per Article III Section 1,
Effective 9/1/2002 all puppies over 2 months and under 12 months of age may compete for the Junior Championship certificate as outlined in Items A-H.
As per Article III Section 3,
Effective 9/1/93 National Select Tabulations will be calculated for each fiscal year. The dog and bitch earning the most BOB & BOS awards (against the highest number of Shiloh Shepherds™ defeated) will be awarded the Grand Victor/Grand Victrix trophies. The runner ups will be awarded a certificate stating the dog's name, ISSR number, and actual position on the Top-Ten National Select Chart. *All dogs/bitches competing for these awards must have Adult Registration Numbers and finished their championship degree prior to the close of that fiscal year.
Effective 7/31/98 all GV and NS tabulations will be finalized 31 days prior to the end of that fiscal year. Following year’s tabulations will begin 8/1/98 and end 7/31/99 and continue in like manner for the above awards only.
As per Article III Section 9
Effective 9/1/97 all TT-LER-BCR approved testers must be re-certified every 3 years by passing both a written and oral exam administered by an ISSR licensed judge.
As per Article III Section 12
Effective 2/2003 the Gold Star program has been incorporated.
Article 2: Section 2. Types of Certificates of Registration
Color coded certificates will be issued to qualified dogs as follows:
Section 2: Item A) PINK Certificates of Registration will be issued to any dog/bitch that submits a completed Litter Blue or Yellow Paper prior to 210 days of age. Any litter paper submitted after 210 days, but prior to 365 days must include a $3.00 per day penalty fee with application.
These Temporary (Pink) Certificates must be upgraded to proper adult registrations PRIOR TO 14 MONTHS OF AGE.*
*A request for a 90 day NO FAULT EXTENSION must be submitted in writing prior to expiration.
A written request for a six month extension can be submitted (with proper verification) in the event that OFA requests same, prior to providing a hip rating.
*Any upgrades presented after 14 months, except for those with valid extensions on file, must add an additional $1.00 PER DAY penalty fee with their application. No applications will be accepted after 36 months of age.
All applications for permanent B/W, RED, ORANGE, or GOLD certification must be submitted to the ISSR, Inc. with
1) A copy of the original Pink Certificate stating the dog's quality at time of sale, plus
2) A copy of an OFA (Preliminary) (taken over 12 months of age) report, or Permanent Penn Hip Rating (taken over 12 months of age) or an identifiable x-ray sent to the Breed Warden for rating* plus,
3) A certificate validating height and weight signed by a veterinarian, K-9 Judge, or accredited canine professional, plus
4) A copy of an ISSR, Inc. approved Temperament Test Certificate. A CGC (with Gun Test) will be accepted in the event that an acceptable TT Certification is not available within 100-mile radius. Please refer to ATC (Alternate Temperament Certificate) form, plus
5) 4 pictures of the individual dog to be registered, taken while standing (1 from the front, 1 from the rear, 1 right side, 1 left side) No Polaroid's accepted, plus
6) A completed TCCP "Owners Info Chart" listing detailed Information on this particular dog, as well as DOMINANT & RECESSIVE FAULTS & VIRTUES, as provided for on the special TCCP charts signed by the owner & breeder (or ISSR licensed judge) plus
7) The appropriate "upgrade" fee (including appropriate late charges if any) must be enclosed. (Payable to the ISSR, Inc.) Any incomplete application will be returned to sender and an additional $10.00 "Handling Fee" will be charged.
* The ISSR Breed Warden will certify the hip status of any dog/bitch over 12 months of age that is applying for BLACK/WHITE or “SP” (Still Permissible) Papers ONLY! (Please note Article Four Section 1: Special Services: Hip Certification)
Section 2: Item B GOLD Certificates of Registration will be issued to any dog/bitch whose pink certificate is suffixed with a "G" and that has submitted Items 1-7 listed above plus:
1)possesses a minimum of either twenty-one "registrable" Shilohs in the first four generations of its pedigree or forty-three "registrable" Shilohs in the first five generations of its pedigree PLUS
2)has an Inbreeding Coefficient (IC) lower than 27% PLUS
3)Any dog that passes his/her OFA preliminary/permanent rating with a "Good" rating or whose PennHip rating scores below .40 (in both hips combined) will qualify for entry into the Gold category PLUS
4).Only dogs that possess 4 or more champions in their first 5 generations and have completed 70% (passing) LMX data on either the Sire or Dam, and meet all of The (Article 2, Sec. 2, Item A, #1-7) Requirements, as well as Earning championship points, or submitting a 20-minute video tape for Breed Warden evaluation (that validates structure, movement, bite, testicles, etc.) along with a copy of a detailed 4 generation pedigree.
ANY upgrades submitted, that DO NOT MEET these requirements will be AUTOMATICALLY issued ORANGE PAPERS!!
Section 2: Item C) ORANGE/White Certificates of Registration will be issued to any dog/bitch whose pink certification is suffixed with an "O" and that either:
1).Possesses the required minimum of 16 "Registrable" Shilohs in his/her first 4 generations or 34 in 5 (with a minimum of not less than 7 on one parents side and the remainder on the other) and/or
2).Any dogs from the GOLD GROUP that did not pass all of their requirements or minimum size, and/or
3). ORA Dogs that may otherwise qualify for Gold papers, but that the breeder deems as unsuitable for full breeding rights; or ones that have been sold by the breeder on a separate breeders agreement, for a reduced price, and/or
4).Any puppies resulting from a breeding, approved by the Breed Warden, but having four or more [X] breed warnings in the first four generations, or two or more "MAW" prefixed ancestors in the first five generations.
5). Any dogs that would qualify for GOLD but whose hips are rated as "SP"***.
*** Upon completion of progeny testing if less than 80% have passed their hip evaluation or more than 20% have failed to pass with good hips, the ORANGE status will be immediately revoked and B/W papers issued.
Section 2: Item D) RED/White Certificates of Registration will be issued ONLY to "New Blood" (Altdeutsche) Schaferhund/other Dogs approved by the Breed Warden.
The first generation will be listed as NB1, and all progeny must be evaluated by the Breed Warden prior to receiving NB2 breeding status, in order to produce the next generation of progeny that will then be classified as NB2.
Only the best specimens will be selected (the remaining progeny will carry BLACK/WHITE (non-breeding) papers. The progeny from this specially selected elite group will then be eligible for NB3 breeding status, in order to produce the final "New Blood" progeny that will be known as NB3.
The NB3 group when bred to "GOLD" or “ORA” dogs can then be approved for * "ORA"* papered progeny only.
THIS GROUP WILL NOT BE ALLOWED TO PARTAKE IN THE UPGRADE PROGRAM AVAILABLE TO DOGS DESIGNATED BY THEIR BREEDERS AS BLACK/WHITE OR ORANGE. Please note Article Two Section 2 Item F-1).
Section 2: Item E) BLACK/White Certificates of Registration will be issued to any dog/bitch that
1).Does not qualify for breeding privileges due to an excess of breed warnings and/or "MAW" ancestors, not approved by the Breed Warden, or
2).Does not pass the required hip X-ray certification, or
3).Does not pass the required temperament certification, or
4).Has been specifically sold with a non-breeding stipulation as requested by the breeder.
Section 2: Item F) Upgrades are available as follows: Section 2: Item F- 1.) Black/White dogs whose Pink certificates are not suffixed by an "N" and ORANGE/WHITE dogs may be upgraded ONE LEVEL PRIOR TO 14 MONTHS OF AGE as follows:
1).Submitting the appropriate "UPGRADE APPLICATION" to the Breed Warden, signed by the Breeder and Owner, explaining adequate reasons for request, plus
2).4 pictures of the said dog (standing - 1 left side, 1 right side, 1 front, 1 rear view), plus copies of any/all certificates/titles earned, plus
3).The specified $100.00 fee, to the I.S.S.R, plus
4).The individual registration fee along with the proper category requirements.
Section 2: Item F-2.) GOLD/ORANGE/RED dogs that meet the following requirements can be upgraded to the Prestigious Platinum category by submitting a copy of the following:
1.) I.S.S.R Championship Certificate (no other Championship will be recognized)
2.) OFA Certificate with a GOOD or EXCELLENT RATING ONLY. (no fair ratings will be accepted)
3.)Valid proof from the TCCP that said dog/bitch has attained the minimum of 1,000 R.O.M. points accumulated through three or more progeny.
Upon submitting the above-required data, along with the appropriate $25.00 fee, the said Dog/Bitch will receive a PLATINUM colored Certificate. The certificate will show the full name and original registration number and classification, PREFIXED with the "PLT" code. Furthermore, said Dog/Bitch will be listed on the "Preferred Quality" list.
PLEASE NOTE: All upgrades are subject to all previously established ISSR rules, as well as final approval by the Breed Warden.
The ISSR, Inc. RESERVES THE RIGHT TO REQUEST ADDITIONAL PICTURES OF ANY DOG APPLYING FOR TEMPORARY, PERMANENT UPGRADE, OR TRANSFER PAPERS, AT ANY TIME.
Section 2: Item F-3.) PLATINUM PLUS certificates with 4 or 5 Gold Stars* will be issued for FREE to any dog that meets all of the Article II Section 2 Item F-2 requirements PLUS
1). has attained a minimum of 3 verifiable OFA certificates recorded in their health* database and/or
*Final OFA hip rating*Normal Elbows*Clear Heart*Normal Thyroid
2.) has attained an accredited working degree via any organization recognized by the ISSR (see full details on the Gold Star program as per Article 3 Section 12).
Article 2: Section 3. Rules Pertaining to Certificates of Registration
The following policies apply to the Certificates of Registration.
Section 3: Item A) If a registered dog is sold without the Certificate of Registration, the certificate must be surrendered by the recorded owner to the TCCP for cancellation.
Section 3: Item B) To obtain a duplicate Certificate of Registration, the recorded owner must file with the TCCP a completed affidavit satisfactorily explaining the loss of the original certificate, and pay the appropriate fee.* Upon approval, a duplicate certificate, so marked, will be issued to the recorded owner.
Section 3: Item C) To obtain a replacement for a certificate which has been torn, mutilated, soiled, or otherwise defaced, but which is still identifiable, the recorded owner must submit the original certificate to the TCCP for identification and pay the replacement fee.*
*This $25 fee is payable DIRECTLY to the TCCP (address on back)
Section 3: Item D) A recorded owner may request a change in the dog's height, markings, or color as shown on the certificate by submitting the Certificate of Registration to the TCCP along with a signed affidavit of height or statements attesting to the corrections or changes, and submit such additional information (copy of championship certificate/other titles earned) as may be required. There shall be no charge* for one (B/W, RED, or ORA) amended or corrected certificate. GOLD certificates can be updated every 12 months (as needed) until the dog/bitch reaches 48 months of age.
*a $25 fee must be paid directly to TCCP for any additional amended, corrected or updated certificates.
Section 3: Item E) Upon the death of a registered dog, its Certificate of Registration and a statement signed by the recorded owner showing the date of death must be submitted to the TCCP for recording. Upon request the TCCP will mark the cancellation on the back of the certificate and return it to the recorded owner.
Section 3: Item F) Whenever legal title to a registered dog passes to another by reason of death of the recorded owner, by reason of foreclosure of any liens, or by any order or decree of court, or otherwise by operation of law, the ISSR, Inc. may transfer the registration of such dog to the new owner upon:
1) Order of a Court of Jurisdiction or their satisfactory proof of authority for transfer.
2) Payment of the transfer fee (listed on the original certificate), as well as, any reasonable cost and expenses of investigation.
3) Satisfaction of such other requirements as may be adopted by the ISSR, Inc.
*** PLEASE NOTE ***
Section 3: Item G) Breed Warnings [X] will be assigned by the Breed Warden to any dog/bitch, over 2 years of age, that "carries" excessive genetic faults, and/or does not receive a passing score on the BCR, and/or is a poor representative of the Breed.
Section 3: Item H) The ISSR, Inc. reserves the right to suspend breeding privileges of ANY dog or bitch that has been shown to produce a substantial percentage of puppies with serious health problems, disqualifying show faults, or a combination of both.
Section 3: Item I) Any Dog/Bitch (over 26 months of age) with an incomplete (70% passing) LMX report, will be evaluated as per available LMX information. In the event said Dog/Bitch shows that 30% or more of those littermates x-rayed have hip dysplasia, the I.S.S.R. will reduce/revoke said Dog/Bitch breeding privileges by assigning a breed warning and/or reducing his/her status to Black/White.
Article 2: Section 4: Rules Pertaining to Litter Registration
The following rules apply to the registration of litters:
All puppies to be registered with the I.S.S.R, Inc. must be born out of previously Registered "RED", "ORA" or "GOLD" Dogs only, and each puppy in the litter must be registered.
Furthermore no litter application will be accepted, unless the Breeder/Co-Breeder has a valid license and signed Breeders Code on file with the ISSR.
Section 4 Item A) Any litter application submitted without a four-generation pedigree on both the Sire and Dam, or a projection pedigree on the specific litter will be denied. Furthermore, complete LMX Data on the Sire and/or Dam MUST meet the required 70% passing hip evaluation, or application will be returned. Any application returned for insufficient LMX data, as per Article 2, Section 4 Item A, can resubmit a restricted form, whereby all progeny will be eligible for ORA or Black/white papers only. Under NO CIRCUMSTANCES will ANY progeny from such litters be eligible for Gold papers!
Item A-1) Restricted litter applications must be submitted if:
a)Neither Sire nor Dam meets the 70% LMX requirements.
b)Both Sire and Dam are ORA, and/or Red papered, or a combination of both.
c) Either Sire/Dam fail to meet any other requirements.
Only restricted "yellow" papers will be issued to all progeny from such breedings. They will not qualify for GOLD upgrades at any time.
Item A-2) LMX data submitted on any Sire or Dam with less then two passing littermates in a litter of five or less will not qualify as having official data to meet the LMX requirements for unrestricted litter papers to be issued.
Item A-3) Any Dog/Bitch without 70% LMX information completed, that does not possess a minimum of 70% passing (of those x-rayed) littermates, or has over 30% of littermates (that have been x-rayed) that have failed their evaluation and/or proven to be dysplastic, will not be eligible for breeding.
*Under NO circumstances will a litter application be accepted without a recent (TCCP) LMI report on both Sire and Dam plus a 30 generation RC report for this litter.
Item A-4) No litter application will be accepted from any breeder nor co-breeder that has had any of their dog(s) ISSR registration(s) suspended/revoked within seven years of application. Furthermore, no litter application will be accepted from any breeder and/or co-breeder (as per Article 2 Section 4) that is not licensed with a signed breeders code on file with the ISSR, Inc. as well as being a member in good standing with the SSDCA, Inc.
Item A-5) No litter application will be accepted from any breeder whose breeding privileges are under investigation by the SSDCA, Inc nor from any breeder that actively owns/co-owns non ISSR approved stock that claim to be “Shiloh Shepherd™” registered dogs. Furthermore, the owner/co-owner of both the Sire and Dam must be members in good standing with the SSDCA, Inc and have a recent signed Breeders Code on file, and one or both must have fulfilled the licensing requirements of the ISSR, Inc.

Item A-6) No litter application will be accepted from anyone unless the Breeder/co-breeder has signed the new revised 9/2001 Licensed Breeders Agreement and is in good standing with the Very Important Breeder program.
Section 4: Item B) Any Litter Application submitted to the I.S.S.R. listing 4 or more Breed Warnings [X] in the first 4 generations or two or more "MAW" prefixed ancestors in the first 5 generations or listing an "ORA" or “RED” male as the Sire or an "ORA" or “RED” female as the Dam, MUST be presented with a specific approval notice signed by the Breed Warden.
Item B-1) Any breeding that carries an IC higher than 19% is considered experimental. Any breeding of two dogs without health survey data validating carriers is a test breeding. Any such breedings without proper, prior written approval from the Breed Warden will result in non-registration of the litter.
Section 4: Item C) No Litter Application will be accepted where either the Sire or Dam still has temporary Pink papers. Both Parents MUST have permanent registration certificates.
Section 4: Item D) No puppies will be registered out of any dog/bitch whose breeding privileges have been suspended.
Section 4: Item E): The Litter Application for puppy registration MUST be filled out completely and submitted to the ISSR, Inc. along with a detailed (TCCP) four generation pedigree of both the SIRE and Dam, listing COMPLETED LMX Data as well as, the Breed Warden's "Approval" form, if needed, when puppies are between 40-70 days of age. This application must list the EXACT number of puppies in the litter along with specific details regarding sex, color, coat, and any unusual markings and 1 picture of each individual puppy plus 2 pictures of the entire litter with the DAM (taken within 10 days of birth), as well as at least 2 pictures of the entire litter taken between the 40- 70 day age limit. Any litter application submitted after the 70 day* age limit must be accompanied by the appropriate $1000.00 (per month, or any part there of) fine, and meet all other requirements, otherwise no papers will be issued.
* Unless a 30 day extension has been granted due to extenuating circumstances.
(PLEASE NOTE: The ISSR, Inc. reserves the right to return any pictures that fail to clearly identify any specific dog and request that the owner resubmit a better copy.)
Item E-1) WARNING: No application will be accepted if "THE DAM" listed was under 21 months of age at time of whelping, or over 78 months of age at time of breeding.
Section 4: Item F): The original Breeder of each litter will be issued a "BLUE" or "YELLOW" paper for each puppy over 40 days of age as described in the Litter Application. Upon sale of each puppy the "BLUE" or YELLOW" paper must be returned to the ISSR by the new owners along with all new information of ownership PRIOR TO 210 DAYS (7 MONTHS) OF AGE so that Temporary "PINK" papers can be issued. (IF THE INFORMATION PRESENTED ON THE APPLICATION OF THE NEW OWNER — DOES NOT MATCH WITH THAT OF THE BREEDER — NO CERTIFICATE WILL BE ISSUED.) In the event that the breeder has retained any particular puppy for self or future resale the BLUE or YELLOW paper must be returned to the ISSR, Inc. along with 2 clear pictures of the puppy (1 sitting, 1 standing) and the appropriate fee for temporary "PINK" papers to be issued.
Section 4: Item G) EACH "BLUE" or "YELLOW" PAPER ISSUED MUST BE RETURNED TO THE ISSR, INC. PRIOR TO THE (210 DAYS) 7 months of AGE OF EACH INDIVIDUAL PUPPY. THIS PAPER MUST SHOW WHETHER THE PUPPY WAS SOLD-KEPT-OR DECEASED. A $3 PER DAY PENALTY WILL BE CHARGED FOR ANY LATE RETURNS. ALL BREEDING PRIVILEGES (NOW AVAILABLE TO THE BREEDER) MAY BE SUSPENDED IF EACH LITTER PAPER ISSUED IS NOT RETURNED PRIOR TO 1 YEAR FROM DATE OF BIRTH.
Section 4: Item H): Placement Forms must be filled out between 70 and 180 days of age to qualify each individual puppy for Temporary (PINK) Certificates of Registration. Completed forms must be submitted to the ISSR, Inc. immediately after the litter is sold. There will be a three dollar per day late fee (charged for every day after the 180th day) for a late Placement Form.
WARNING: NO TEMPORARY "PINK" PAPERS WILL BE ISSUED TO ANY PUPPY THAT DOES NOT HAVE A CORRESPONDING PLACEMENT FORM ON FILE WITH THE ISSR, Inc.! ANY BREEDER FAILING TO SUBMIT A COMPLETE PLACEMENT FORM, MAY BE SUSPENDED FROM ANY OTHER REGISTRY PRIVILEGES, UNTIL THE MATTER IS SATISFACTORILY CORRECTED.
Article 2: Section 5: Rules pertaining to the Naming of Dogs
Each certificate will have an area with 30 EMPTY BLOCKS that must be used when selecting a specific name. The newly chosen name CAN NOT consist of more than the 30 allowed letters or spaces and must also meet the following requirements:
Section 5: Item A): All letters in a dog's name are limited to the standard English alphabet. When Registration Certificates are printed, all letters are capitalized. Periods, commas, diacritical markings (accent grave, accent acute, umlaut, etc.) common symbols (&,$,#, etc.) are not printed on Registration Certificates in a dog's name. Apostrophes and hyphens are the only punctuation marks that can appear in a dog's name.
Section 5: Item B): One block must be left empty between each word, unless an apostrophe or hyphen is used to separate or accentuate a particular group of words.
Section 5: Item C): Each dog's name must contain either the registered kennel name of the kennel of origin, or the breeders last name. If a name submitted does not contain one of the above, the ISSR, Inc. will automatically prefix the name with:
Section 5: Item E): In the event that the name selected has already been used, the owner will be notified to the affect, and an alternative selection can then be submitted.
Article 2: Section 6: Rules Pertaining to Registered Kennel Name
Only members in good standing with the SSDCA, Inc./recognized parent club are eligible to participate.
Section 6: Item A): To register any particular name as a SPECIFIC "KENNEL NAME" to be used ONLY by the owner of same, a request must be submitted to the ISSR along with the appropriate registration fee of $100*. All registered kennel names will be subject to a $100* renewal fee every three years.
*The ISSR reserves the right to change this fee at any time with a minimum (30 day) notice!
Section 6: Item B): Once the chosen name is confirmed with a Personal D/B/A Certificate, signed by the owner, (Notarized or witnessed by 2 individuals) NO other person will be allowed to register any dogs using that name unless when naming progeny, that specifically originated from that particular kennel.
Section 6: Item C): In the event a kennel name consists of more then 10 letters/spaces, an alternate prefix, to be used exclusively for identification of progeny produced by said kennel, must be chosen and submitted with the application.
Section 6: Item D): There are no time limits attached to the use of any specific kennel name provided that the owner of said name is a member in good standing with the I.S.S.R., Inc./SSDCA, Inc. (recognized parent club). In the event that activity should lapse for 2 or more years, the said name can then be assigned to another person that meets the appropriate requirements.
Please Note: As per Article 2, Section 5, Item C: ALL DOGS REGISTERED WITH THE I.S.S.R., INC. MUST CARRY EITHER THE BREEDER’S LAST NAME OR THE BREEDER’S REGISTERED KENNEL NAME. ANYONE SUBMITTING FOR TEMPORARY REGISTRATION (AFTER 9/1/93) THAT HAS NOT ADDED THE BREEDERS LAST NAME OR REGISTERED KENNEL NAME TO THE INDIVIDUAL CHOSEN NAME; WILL BE AUTOMATICALLY PREFIXED BY THE ISSR, INC. WITH THE BREEDERS REGISTERED KENNEL NAME OR (IF ONE IS NOT AVAILABLE) THEN WITH THE BREEDERS LAST NAME. NO EXCEPTIONS!!
ARTICLE 3: TITLES AND DEGREES
Article 3: Section 1. Junior Championship Certificates
A Junior Championship Certificate will be presented to any puppy under 12 months of age that has accumulated a total of 10 or more points under 2 or more different judges with at least one major.
Section 1: Item A): Winners puppy dog/bitch at any show, earns 1 point for every other dog over two months of age in the same sex group.
Section 2: Item B): Best of Winners will receive the same number of points as the opposite sex winner (or whichever number is greater.)
Section 2: Item C): Puppy Group wins are calculated toward points in the same manner as Adult Group Placement wins (see chart in Article 3 Section 2, Item C.)
Section 2: Item D): A Best in Show Puppy win will be automatically calculated as a 5 point major as long as 5 or more Rare Breed (Herding) dogs have competed in Group, where several other Rare breeds are in competition.
Section 2: Item E): Upon fulfilling all requirements, the ISSR will award a Junior Championship certificate, and the title will be recorded on said puppy's registration certificate as a JR. CH.
Section 2: Item F): Tabulations for the annual Highest Scoring Junior Puppy of the Year will be recorded in the same manner as the Adult GV and NS tabulations and the yearly award will be announced along with the Adult GV and NS awards.
Section 2: Item G): Upon completion of Junior Championship AND completion of adult upgrade (from Temporary Pink to GOLD-ORANGE or RED status), seven (7) of the champion points earned will be assigned to the individual adult show record at which time all rules listed in Article 3 Section 2 will apply.
Section 2: Item H): Any puppy after reaching 12 months of age that has failed to attain the minimum required (10) points to earn his/her Junior Championship may continue to compete for his adult title but all previous points will be forfeited.
Article 3: Section 2. Adult Championship Certificates
Championship Certificates will be presented to any dog that has accumulated a total of 15 or more points under 3 or more different judges with at least two majors (under two different judges.)
Section 2: Item A): Winners dog/bitch at any show, earns 1 point for every other dog entered (over 6 months of age) in the same sex group.
Section 2: Item B): Best of Winners will receive the same number of points as the opposite sex winner (or whichever number is greater.)
Section 2: Item C): Group 1, 2, 3, 4 wins constitute points as follows:

Section 2: Item D): A Best in Show win will be automatically calculated as a 5 point major as long as 5 or more Rare Breed (Herding) dogs have competed in Group, where several other Rare breeds are in competition.
Section 2: Item E): A Best of Breed or Best of Opposite Sex win, earned by any dog or bitch that has completed all adult championship requirements, will be calculated toward the Grand Victor or Grand Victrix award to be presented to the highest scoring dog at the end of each fiscal year (as per Article 3 Section 3 item D).
Article 3: Section 3: Point Tabulation for G.V. (Grand Victor/Victrix) and N.S. (National Selects)
Will be kept by the I.S.S.R. on a continuing basis, as follows:
Section 3: Item A): Best Of Breed (BOB) winner will be assigned 1 point for each breed dog in competition (over 12 months of age), including self.
Section 3: Item B): Best of Opposite (BOS) winner will be assigned 1 point for each breed dog in competition (over 12 months of age), minus 1.
The highest scoring Best of Breed and Best of Opposite Sex dogs will be selected yearly for the Prestigious title of GRAND VICTOR AND GRAND VICTRIX; the remaining champions from both sex groups will be scored in the same manner and the results of each years TOP TEN National Selects will be listed on the ISSR, Inc. web site with the appropriate # placement listed. The registration certificate of each of these dogs will be upgraded FREE OF CHARGE by the ISSR to read N.S. CH. (dog's name). Only the highest scoring (#1) select dog and bitch will be allowed to be prefixed with a G.V. CH in front of their name!
Section 3: Item C): National Select Tabulations will be calculated for each fiscal year. The dog and bitch earning the most BOB and BOS awards (against the highest number of Shiloh Shepherds™ defeated) will be awarded the Grand Victor/Grand Victrix trophies. The runner ups will be awarded a certificate stating the dog's name, ISSR number, and actual position on the Top-Ten National Select Chart.
*All dogs/bitches competing for these awards must have Adult Registration Numbers and have finished their championship degree prior to the close of that fiscal year.
Section 3: Item D): All GV and NS tabulations will be finalized 31 days prior to the end of that fiscal year. Following year’s tabulations will begin 8/1/98 and end 7/31/99 and continue in like manner for the above awards only.
*Please note: Tabulation for GV, NS, and Highest Scoring Junior Puppy awards will end on 7/31 of each year in order for awards to be presented during the August Homecoming. The fiscal year for all point tabulation will begin on 8/1 for the following year.
* Please note: the I.S.S.R. will not be responsible for documentation of any data that has not been properly presented to same.
ARTICLE 3 Section 4: Register of Merit (ROM)
Any dog that has earned not less than a total of (250) points from the combined efforts of not less then three of its progeny will be awarded the right to have his/her name suffixed with the (ROM) acronym.
Points will be tabulated for each Sire and Dam as follows:
10 Points for each Championship point earned will be credited to the Sire and Dam

Group 1 wins will constitute 40 points
Group 2 wins will constitute 30 points
Group 3 wins will constitute 20 points

Article 3: Section 5: Restrictions on Showing Dogs/Bitches
All breeding quality dogs, that have not been neutered, spayed, or altered in any other way may compete for Championship Titles as follows:
PLEASE NOTE: Any Win Sheets obtained from UNAPPROVED sources WILL NOT be accepted! The recognized "Parent Club" will be responsible for maintaining accurate data on approved dog show organizations as well as listings of all upcoming shows.
3) All Approved (Rev 2/2003) Win Sheets MUST be mailed to the ISSR, Inc. within (10 days) from the date of show or any points earned will not be credited.
Article 3: Section 6: Forfeiture of Points
In the event that a dog/bitch has not received permanent registration prior to any show win, the ISSR will allow a grace period of not more than 180 days (6 months). If the dog is not permanently registered by that time the points earned, minus one, will automatically be credited to the reserve Winners Dog/Bitch.

Article 3: Section 7: Submission of Win Sheets
Section 7 Item 1: All Win Sheets must be mailed to the ISSR, Inc. within ten days from the date of the show in which points were awarded, or those points will be lost. Requests to extend this grace period due to extenuating circumstances must be submitted in writing prior to the expiration of the ten day period. The ISSR, Inc. will remain the sole determiner of whether or not to grant extensions.
ANYONE FAILING TO SEND IN THEIR WIN SHEETS WITHIN THE 10 DAY LIMIT (WITHOUT NOTICE) WILL AUTOMATICALLY FORFEIT ALL POINTS EARNED AND THEY WILL BE APPLIED TO THE RESERVE WINNERS DOG OR BITCH!!
**THERE WILL BE NO EXCEPTIONS!!
Section 7 Item 2: Incomplete/incorrect Win Sheets will be returned and a $10 re-submission fee will be charged per Win Sheet. If they are not re-submitted with the required corrections completed along with the handling fee enclosed - within the time limit provided the reserve Winners Dog/Bitch will be awarded the points (minus 1) earned at that specific show.
Section 7 Item 3: SHOW REPORTS: listing the dates; am/pm; name of show; location; etc. plus the # of points your dog earned at each show can be ordered DIRECTLY through the TCCP by sending a copy of your dog's Registration Certificate along with the $10.00 fee to:

Article 3: Section 8: Judging Certificates
The I.S.S.R., Inc. will issue Provisional Judging Certificates to anyone that qualifies as per FCI requirements and has met all of the following ISSR, Inc. qualifications:
Section 8: Item A): Any person that is a member in good standing with the SSDCA, Inc. and is in the VIB/OSS Program and has a clean record with the I.S.S.R., Inc.
Section 8: Item B): Any person that has shown/bred or trained dogs for a period of 9 years or more.
Section 8: Item C): Any person that has also bred Shilohs for a minimum of 7 years, or has produced at least 7 or more litters of quality puppies or finished 7 or more Shiloh Champions, or a combination of the above.
Section 8: Item D): Upon completing (ABC) requirements said person must submit a "Letter of Intent" stating why he or she is interested in becoming an ISSR, Inc. certified Shiloh Shepherd™ Judge. The ISSR, Inc. will then appoint at least 3 apprentice shows, and the applicant can choose 4 others.
Upon completion of all 7 "apprenticing shows", under at least 3 different properly accredited judges, the applicant must then present the Breed Warden with detailed statement letters from each judge.
Whereupon passing all requirements, the ISSR, Inc. will then issue a Temporary Judging License.
Section 8: Item E): The Temporary license will be in effect for a trial period of 18 months during which time a minimum of four additional judging assignments must be fulfilled. In the event that no charges of any kind are placed against this person, the license will then become permanent and considered to remain so as long as the said judge remains an active member in good standing with the SSDCA, Inc., the parent club of the ISSR, Inc. Any lapse of judging assignments for a period of three years (36 months) or longer will constitute a need for additional recertification, as per Section 8, Item D.
Section 8: Item F): Charges of misconduct may be brought against any judge, temporary or permanent, by submitting in writing, within ten days following the date of occurrence of the complaint, a letter to the ISSR, Inc. and The Parent Breed Club detailing the circumstances of the complaint. An emergency session of the ISSR, Inc. Board of Directors will determine whether or not the charges have sufficient substance to immediately suspend the accused judge pending future investigation. The recognized Breed Club (SSDCA, Inc.) Advisory Board will then examine the charges in detail, determine their validity and severity, and within thirty days from issuance of any suspension, render a final judgment. Judgments that may be passed include absolution, suspension, or revocation of license. The Board of Directors may consider previous incidents involving the same judge in determining their judgment.
Article 3: Section 9: Temperament Test Certificates
Will be issued by the ISSR to any dog/bitch over 10 months of age that has completed the specific 10 station test with a passing score.
Section 9: Item A): Temperament tests may be administered by an I.S.S.R. Judge, I.S.S.R. Breed Warden, or any other person certified as a "Temperament Tester" by the I.S.S.R. All TT-LER-BCR approved testers must be re-certified every 3 years by passing both a written and oral exam administered by an ISSR licensed judge.
Please note: Please be sure to ask your judge/tester to present you with proof of a valid ISSR license.
Section 9: Item B): The appropriate fee must be presented to the "tester" along with a copy of the dogs Registration Certificate.
Section 9: Item C): Any dog that fails to pass can be tested again after the 30 day waiting period has expired.
Section 9: Item D): There are NO OTHER limitation placed on the number of times any specific dog can be tested. (Except for the 30 day period listed in item C)
Article 3: Section 10: Breeding Certificate Reports (B.C.R.)
Will be available through the I.S.S.R. to any dog/bitch 2 years of age or older as follows:
Section 10: Item A): The individual dog must be tested by a recognized I.S.S.R. Judge or Breed Warden, Deputy Breed Warden, or Specially Designated "Tester".
Section 10: Item B): A complete 5 generation (DETAILED) Pedigree and LMI Report must be presented at the time of testing.
Section 10: Item C): 2 pictures of said dog (to be used on the certificate) may be presented, or taken prior to the evaluation (one side view - standing, one front view - sitting).
Section 10: Item D): The application form along with the appropriate fee must also be presented at time of evaluation.
Section 10: Item E): The owner will be issued a certificate that states the following information pertaining to said dog/bitch.
1. Name, age, sex, color, coat, height, weight.
2 Both pictures will be used in the final reproduction of said certificate (A COPY of the original pictures & Certificate will be kept on file.)
3. Complete conformation evaluation
4. Complete detailed temperament evaluation
5. Complete genetic evaluation using litter mates as well as pedigree information.
6. LISTING OF BREEDING RECOMMENDATIONS
7.LISTING OF BREED WARNINGS
8. The Final Certificate will be NOTARIZED and sealed in plastic, before being mailed to the owner.
Article 3: Section 11: Procedure for BCR Testing
Section 11: Item A): The tester must submit completely filled out Conformation & Temperament Evaluation Forms (that will be kept on record) with each BCR. Copies of these test scores are available to the owner of dog tested, upon request. They will not be available to anyone else except for the Breed Warden.
Section 11: Item B): Each report must be mailed in with:
IN THE EVENT THAT A COMPLAINT IS SUBMITTED AGAINST THE TESTER THE SAID DOG/BITCH CAN BE RETESTED BY THE BREED WARDEN
IF A DIFFERENCE OF 75 OR MORE POINTS IS NOTED IN EITHER CATEGORY, THEN THERE WILL BE NO CHARGE FOR THE RETEST.
IF LESS THAN 75 POINTS IS NOTED IN EITHER CATEGORY, THEN THE $150 FEE FOR TESTING MUST BE RESUBMITTED AND THE ORIGINAL REPORT WILL REMAIN IN EFFECT.
Article 3 Section 12: Gold Star Program
Special 3-4-5 Star Certificates will be issued to any adult papered RED/ORA/GOL dog that has attained (accumulated) his/her stars by fulfilling any combination of the following requirements.
1. Has attained a minimum of 3 OFA verified certificates recorded in the OFA health database, and/or
2. Completed his/her ISSR breed club Championship, and/or
3. Earned an accredited working degree via an ISSR recognized organization, such as the AHBA (American Herding Breed Association), DVG America (Deutscher Verband der Gebrauchshundsportvereine), USA (United Schutzhund Clubs of America), PSA (Protection Sports Association) or any ISSR sanctioned STM certification.
ARTICLE 4: SPECIAL SERVICE
* The ISSR Breed Warden will certify the hip status of any dog/bitch over 12 months of age that is applying for BLACK/WHITE or “SP” (Still Permissible) Papers ONLY!
Please Note: All dogs to be registered with breeding (RED,ORANGE or GOLD) papers MUST submit either a copy of their OFA or a copy of their PennHip/other certificate, along with an approved CGC/Temperament Test, and verification of size, attested to by a certified K-9 judge, etc. as per Article II, section 2, items A, B, C, D.
Article 4: Section 1: Hip x-ray Certification
Section 1: Item A): A) Hip x-rays presented under 2 years of age will receive a "FAIR" rating, unless they appear to be exceptionally good.
Section 1: Item B): Any x-rays submitted that are of poor quality (either too light or too dark) or have the dog positioned improperly will receive a "FAIR" rating, unless they are totally questionable in which case they will be returned - unrated.
Section 1: Item C): Any dog under 2 years of age that shows slight subluxation but with NO remodeling will receive a "FAIR". Any dog/bitch over 2 years of age that shows slight subluxation with very mild remodeling in one or both hips, but has at least 80% of his/her littermates that have passed their x-rays, and submits good cause MAY receive a "STILL PERMISSIBLE" rating by the Breed Warden. This rating will allow the said dog/bitch to be bred only once and at least 80% of the progeny from that breeding must pass their hip requirements in order for said dog/bitch to receive permanent breeding paper. In the event that the progeny tested fail to meet the requirements the S.P. rating will be revoked and NON-BREEDING papers issued. (AS PER ARTICLE 2, SECTION 2, ITEM C)
* Any SP dogs used for breeding (after the first litter passes) should submit their x-rays to the OFA, upon reaching the age of maturity. (36-48 months)
Section 1: Item D): Any BLACK/WHITE dog/bitch over 2 years of age will be permanently rated as FAIR, GOOD, EXCELLENT. In the event that the owner of said dog/bitch objects to the ISSR rating, x-rays may be sent to the OFA and if a HIGHER rating is placed on the said dog hips, the ISSR will upgrade the rating, FOR FREE and a corrected registration certification will be issued.
Section 1: Item E): The Breed Warden will always take the dog’s age and littermate information into consideration when placing a specific grade classification on said dog/bitch.
Section 1: Item F): In the event that the owner of a registered dog/bitch would like to upgrade the specific hip rating listed, another x-ray can be submitted to the OFA/PennHip for re-evaluation.
Section 1: Item G): Dogs over 5 years of age will receive a much better rating than dogs at 12 months therefore anyone that has received a "FAIR" rating at one year is encouraged to have it upgraded at a later time.
Section 1: Item H): All x-rays submitted to the ISSR MUST be kept on file at the main office. X-rays WILL NOT be returned to Vet Clinic of origin or to the owners of dog registered.
Section 1: Item I): Any x-rays that fail to pass the minimum requirements set by the Breed Warden will be marked as NON-BREEDABLE and the said dog registered will receive B/W (non-breeding) papers only.
Section 1: Item J): ANY attempt to FALSIFY X-RAYS (made by the breeder, owner, or agent thereof) CONSTITUTES AUTOMATIC SUSPENSION, and/or REVOCATION, of ALL PUPPIES/DOGS/BITCHES/PROGENY (Past, Present, or Future) OWNED, and/or CO-OWNED BY THE BREEDER/OWNER, and/or ANY OTHER CONSPIRATOR in the ATTEMPTED DECEPTION.
Article 4: Section 2: L.M.I. (LitterMate Information)
Complete LMI charts are tabulated for every DOG/BITCH registered with the ISSR, Inc. anyone wishing a copy of the LMI on any specific litter* may send a request to:

*Please note: LMI reports ordered for litters under 3 years of age may be incomplete.
Article 4: Section 3: Progeny Evaluation Reports (P.E.R.)
Can be obtained on any Sire or Dam that has produced one or more litters, registered with the ISSR, Inc. by sending in:
A)The full registered name and ISSR, Inc. number of the stud dog or brood bitch to be evaluated
B)The appropriate ($10) fee, as per the number of litters to be tabulated, directly to the TCCP (address listed above).

ARTICLE 5: FRAUDULENT PRACTICES
A) No person, firm, or corporation shall issue, sell, exchange, give away, or receive, or offer to do any thereof, any false or fraudulent certificate, representing the same to be a genuine Official Certificate issued by the I.S.S.R., Inc.
B) No person, firm, or corporation shall sell, give away, exchange, or receive any Registration Certificates of the I.S.S.R., Inc. without the transfer of the same and correct dog.
C) No person shall advertise, or enter in any competition, any dog registered with the I.S.S.R., Inc. by any name other than its complete registered name.
D) No person shall represent as a registered Shiloh Shepherd™ any dog other than the dog for which the I.S.S.R., Inc. certificate was issued.
E) The Breed Warden shall have the authority, at the expense of the I.S.S.R. and/or the SSDCA, Inc., Parent Breed Club, to employ legal counsel to assist in carrying out these duties and functions. The Breed Warden shall have unrestricted access to any and all records and documents of the I.S.S.R. and shall have the right to bill necessary conference calls, postage, and telephone expenses, etc. to the I.S.S.R., Inc./Parent Breed Club.
F). Complaints to be investigated shall be referred to the Parent Club’s Regional Director and/or Chapter President in whose designated area the complaint originates. He/she should investigate the matter as needed and present a complete report to the Breed Warden, who in turn will investigate the situation, and present a report to the SSDCA, Inc. Advisory Board of Directors by mail, fax, or phone. If, by determination of a majority of members, mediation is possible, a suggested resolution should be presented to the parties involved by the Regional Director/Chapter President who has prepared the report.
G) After mediation is complete, the Advisory Board of Directors of the SSDCA, Inc./Parent Breed Club reserves the right to have made public, or not made public, any of its decisions and dispossession. Any public reprimand shall be printed as soon as possible in THE NEXT NEWSLETTER and shall include a concise statement of the fact, of the case, as well as its disposition and/or the Breed Warden's opinion.

ARTICLE 1: STATEMENT OF PURPOSE
Article 1:Section 1. Affiliation
First and foremost the International Shiloh Shepherd™ Registry, Inc. (I.S.S.R., Inc.) is to be solely governed by the founder and Breed Warden of the Shiloh Shepherd™ Dog in accordance with the Constitution and Bylaws of the SSDCA, Inc. Provided that said organization continues to be governed by an Advisory Board of Directors approved by the I.S.S.R., Inc. In the event that said board becomes in conflict with the guidelines of this registry, an alternate Parent Club can be selected.
The I.S.S.R., Inc. is to be considered as the sole registry by which the Shiloh Shepherd™ Breed shall be maintained. All original records will be in the possession of the Breed Warden. All copies of these documents will be forwarded to a central computerized location for processing. Copies of all processed data will be kept in a safe off-site location. The Breed Warden (REGISTRAR) will have complete access to all records associated with the ISSR, Inc. at all times. Failure on the part of any appointed assistant to provide the Breed Warden with access to any records, will constitute grounds for immediate dismissal, and/or possible expulsion from the SSDCA, Inc./recognized Parent Club and/or suspension from all privileges governed by the I.S.S.R., Inc.
Article 1: Section 2. Purpose
First and foremost the purpose of the ISSR, Inc. will be solely devoted to protecting the quality of the Shiloh Shepherd™ Breed for all generations to come.
Maintain complete genetic information regarding individual dogs as well as their ancestors.
Sanction dog events that promote interest in, and sustain the process of, breeding for type and function of the Shiloh Shepherd™
Take whatever action necessary to uphold and govern the rules and regulations set forth herein.
ARTICLE 2: REGISTRATIONS
Article 2: Section 1. Effects of Certificates of Registration on Breeding
As per Article 2 Section 2,
Effective 9/1/92 dogs that have resulted from a breeding of "registerable" Shiloh Shepherd™ parents and not registered otherwise (with any other organization, individually, or as a litter) are eligible for full breeding papers ONLY if the entire litter is so registered.
Effective 9/1/96 upgrades are available as per Article 2 Section 2 Item F-1.
Effective 9/1/97 ANY Shiloh Shepherd™ that is registered with any Registry other than the I.S.S.R., (unless approved by the ISSR* for show purposes only) will have their ISSR papers automatically revoked.
Under No circumstances will the ISSR allow Dual Registration.*
*ISSR approved organizations will be issued a valid license to register Shiloh Shepherds™ for Show point tabulation only. Signed contract must validate that no litters will be registered by such organization except as in terms listed above.
Effective 9/1/97 the "RED" category has been added. Complete details are listed in Section 2, Item D.
Effective 9/1/97 PLATINUM PLUS Level upgrades are available as per Section 2, Item F-2.
Effective 9/1/97 only dogs that possess 4 or more champions in their first 5 generations and have completed 70% (passing) LMX data on either the Sire or Dam, and meet all of The (Article 2, Section 2, Item A, #1-7) Requirements and Article 2, Section 2, Item B requirements will receive Gold papers.
Effective 9/1/2001 any dog whose Inbreeding Coefficient (IC) is higher than 27% will not qualify for Gold papers.
Effective 9/1/2001 any dog that fails to pass his/her OFA preliminary/permanent rating with a "Good" rating or whose PennHip rating scores at or above .40 (in one or both hips) will not qualify for entry into the Gold category.
As per Article 2 Section 4
Effective 1/1/93 all puppies to be registered with the I.S.S.R, Inc. must be born out of previously Registered "ORA" or "GOLD" Dogs only, and each puppy in the litter must be registered.
Effective 9/1/96 no litter application will be accepted, unless the Breeder/Co-Breeder has a valid license and signed Breeders Code on file with the ISSR.
Effective 9/1/97 restricted litter applications must be submitted if:
Only restricted "yellow" papers will be issued to all progeny from such breedings. They will not qualify for GOLD upgrades at any time.
Effective 9/1/97 any application returned for insufficient LMX data, as per Article 2, Section 4 Item A, can resubmit a restricted form, whereby all progeny will be eligible for ORA or Black/white papers only.
Effective 9/1/2000 LMX data submitted on any Sire or Dam with less then two passing littermates in a litter of five or less will not qualify as having official data to meet the LMX requirements for unrestricted litter papers to be issued.
Effective 9/1/2000 no litter application will be accepted from any breeder nor co-breeder that has had any of their dog(s) ISSR registration(s) suspended/revoked within seven years of application. Furthermore, no litter application will be accepted from any breeder and/or co-breeder (as per Article 2 Section 4) that is not licensed with a signed breeders code on file with the ISSR, Inc. as well as being a member in good standing with the SSDCA, Inc.
Effective 9/1/2000 no litter application will be accepted from any breeder whose breeding privileges are under investigation by the SSDCA, Inc nor from any breeder that actively owns/co-owns non ISSR approved stock that claim to be “Shiloh Shepherd™” registered dogs. Furthermore, the owner/co-owner of both the Sire and Dam must be members in good standing with the SSDCA, Inc and have a recent signed Breeders Code on file, and one or both must have fulfilled the licensing requirements of the ISSR, Inc.
For complete details regarding licensing requirements, please see Appendix A.
Effective 9/1/2001 any breeding that carries an IC higher than 19% is considered experimental. Any breeding of two dogs without health survey data validating carriers is a test breeding. Any such breedings without proper, prior written approval from the Breed Warden will result in non-registration of the litter.
As per Article II Section 6,
Effective 9/1/92 the ONE time registration fee will be $100** The ISSR reserves the right to change this fee at anytime with a minimum (30 day) notice!
Effective 9/1/98 all registered Kennel names will be subject to a $100.00 renewal fee every 3 years.
As per Article III Section 1,
Effective 9/1/2002 all puppies over 2 months and under 12 months of age may compete for the Junior Championship certificate as outlined in Items A-H.
As per Article III Section 3,
Effective 9/1/93 National Select Tabulations will be calculated for each fiscal year. The dog and bitch earning the most BOB & BOS awards (against the highest number of Shiloh Shepherds™ defeated) will be awarded the Grand Victor/Grand Victrix trophies. The runner ups will be awarded a certificate stating the dog's name, ISSR number, and actual position on the Top-Ten National Select Chart. *All dogs/bitches competing for these awards must have Adult Registration Numbers and finished their championship degree prior to the close of that fiscal year.
Effective 7/31/98 all GV and NS tabulations will be finalized 31 days prior to the end of that fiscal year. Following year’s tabulations will begin 8/1/98 and end 7/31/99 and continue in like manner for the above awards only.
As per Article III Section 9
Effective 9/1/97 all TT-LER-BCR approved testers must be re-certified every 3 years by passing both a written and oral exam administered by an ISSR licensed judge.
As per Article III Section 12
Effective 2/2003 the Gold Star program has been incorporated.
Article 2: Section 2. Types of Certificates of Registration
Color coded certificates will be issued to qualified dogs as follows:
Section 2: Item A) PINK Certificates of Registration will be issued to any dog/bitch that submits a completed Litter Blue or Yellow Paper prior to 210 days of age. Any litter paper submitted after 210 days, but prior to 365 days must include a $3.00 per day penalty fee with application.
These Temporary (Pink) Certificates must be upgraded to proper adult registrations PRIOR TO 14 MONTHS OF AGE.*
*A request for a 90 day NO FAULT EXTENSION must be submitted in writing prior to expiration.
A written request for a six month extension can be submitted (with proper verification) in the event that OFA requests same, prior to providing a hip rating.
*Any upgrades presented after 14 months, except for those with valid extensions on file, must add an additional $1.00 PER DAY penalty fee with their application. No applications will be accepted after 36 months of age.
All applications for permanent B/W, RED, ORANGE, or GOLD certification must be submitted to the ISSR, Inc. with
1) A copy of the original Pink Certificate stating the dog's quality at time of sale, plus
2) A copy of an OFA (Preliminary) (taken over 12 months of age) report, or Permanent Penn Hip Rating (taken over 12 months of age) or an identifiable x-ray sent to the Breed Warden for rating* plus,
3) A certificate validating height and weight signed by a veterinarian, K-9 Judge, or accredited canine professional, plus
4) A copy of an ISSR, Inc. approved Temperament Test Certificate. A CGC (with Gun Test) will be accepted in the event that an acceptable TT Certification is not available within 100-mile radius. Please refer to ATC (Alternate Temperament Certificate) form, plus
5) 4 pictures of the individual dog to be registered, taken while standing (1 from the front, 1 from the rear, 1 right side, 1 left side) No Polaroid's accepted, plus
6) A completed TCCP "Owners Info Chart" listing detailed Information on this particular dog, as well as DOMINANT & RECESSIVE FAULTS & VIRTUES, as provided for on the special TCCP charts signed by the owner & breeder (or ISSR licensed judge) plus
7) The appropriate "upgrade" fee (including appropriate late charges if any) must be enclosed. (Payable to the ISSR, Inc.) Any incomplete application will be returned to sender and an additional $10.00 "Handling Fee" will be charged.
* The ISSR Breed Warden will certify the hip status of any dog/bitch over 12 months of age that is applying for BLACK/WHITE or “SP” (Still Permissible) Papers ONLY! (Please note Article Four Section 1: Special Services: Hip Certification)
Section 2: Item B GOLD Certificates of Registration will be issued to any dog/bitch whose pink certificate is suffixed with a "G" and that has submitted Items 1-7 listed above plus:
1)possesses a minimum of either twenty-one "registrable" Shilohs in the first four generations of its pedigree or forty-three "registrable" Shilohs in the first five generations of its pedigree PLUS
2)has an Inbreeding Coefficient (IC) lower than 27% PLUS
3)Any dog that passes his/her OFA preliminary/permanent rating with a "Good" rating or whose PennHip rating scores below .40 (in both hips combined) will qualify for entry into the Gold category PLUS
4).Only dogs that possess 4 or more champions in their first 5 generations and have completed 70% (passing) LMX data on either the Sire or Dam, and meet all of The (Article 2, Sec. 2, Item A, #1-7) Requirements, as well as Earning championship points, or submitting a 20-minute video tape for Breed Warden evaluation (that validates structure, movement, bite, testicles, etc.) along with a copy of a detailed 4 generation pedigree.
ANY upgrades submitted, that DO NOT MEET these requirements will be AUTOMATICALLY issued ORANGE PAPERS!!
Section 2: Item C) ORANGE/White Certificates of Registration will be issued to any dog/bitch whose pink certification is suffixed with an "O" and that either:
1).Possesses the required minimum of 16 "Registrable" Shilohs in his/her first 4 generations or 34 in 5 (with a minimum of not less than 7 on one parents side and the remainder on the other) and/or
2).Any dogs from the GOLD GROUP that did not pass all of their requirements or minimum size, and/or
3). ORA Dogs that may otherwise qualify for Gold papers, but that the breeder deems as unsuitable for full breeding rights; or ones that have been sold by the breeder on a separate breeders agreement, for a reduced price, and/or
4).Any puppies resulting from a breeding, approved by the Breed Warden, but having four or more [X] breed warnings in the first four generations, or two or more "MAW" prefixed ancestors in the first five generations.
5). Any dogs that would qualify for GOLD but whose hips are rated as "SP"***.
*** Upon completion of progeny testing if less than 80% have passed their hip evaluation or more than 20% have failed to pass with good hips, the ORANGE status will be immediately revoked and B/W papers issued.
Section 2: Item D) RED/White Certificates of Registration will be issued ONLY to "New Blood" (Altdeutsche) Schaferhund/other Dogs approved by the Breed Warden.
The first generation will be listed as NB1, and all progeny must be evaluated by the Breed Warden prior to receiving NB2 breeding status, in order to produce the next generation of progeny that will then be classified as NB2.
Only the best specimens will be selected (the remaining progeny will carry BLACK/WHITE (non-breeding) papers. The progeny from this specially selected elite group will then be eligible for NB3 breeding status, in order to produce the final "New Blood" progeny that will be known as NB3.
The NB3 group when bred to "GOLD" or “ORA” dogs can then be approved for * "ORA"* papered progeny only.
THIS GROUP WILL NOT BE ALLOWED TO PARTAKE IN THE UPGRADE PROGRAM AVAILABLE TO DOGS DESIGNATED BY THEIR BREEDERS AS BLACK/WHITE OR ORANGE. Please note Article Two Section 2 Item F-1).
Section 2: Item E) BLACK/White Certificates of Registration will be issued to any dog/bitch that
1).Does not qualify for breeding privileges due to an excess of breed warnings and/or "MAW" ancestors, not approved by the Breed Warden, or
2).Does not pass the required hip X-ray certification, or
3).Does not pass the required temperament certification, or
4).Has been specifically sold with a non-breeding stipulation as requested by the breeder.
Section 2: Item F) Upgrades are available as follows: Section 2: Item F- 1.) Black/White dogs whose Pink certificates are not suffixed by an "N" and ORANGE/WHITE dogs may be upgraded ONE LEVEL PRIOR TO 14 MONTHS OF AGE as follows:
1).Submitting the appropriate "UPGRADE APPLICATION" to the Breed Warden, signed by the Breeder and Owner, explaining adequate reasons for request, plus
2).4 pictures of the said dog (standing - 1 left side, 1 right side, 1 front, 1 rear view), plus copies of any/all certificates/titles earned, plus
3).The specified $100.00 fee, to the I.S.S.R, plus
4).The individual registration fee along with the proper category requirements.
Section 2: Item F-2.) GOLD/ORANGE/RED dogs that meet the following requirements can be upgraded to the Prestigious Platinum category by submitting a copy of the following:
1.) I.S.S.R Championship Certificate (no other Championship will be recognized)
2.) OFA Certificate with a GOOD or EXCELLENT RATING ONLY. (no fair ratings will be accepted)
3.)Valid proof from the TCCP that said dog/bitch has attained the minimum of 1,000 R.O.M. points accumulated through three or more progeny.
Upon submitting the above-required data, along with the appropriate $25.00 fee, the said Dog/Bitch will receive a PLATINUM colored Certificate. The certificate will show the full name and original registration number and classification, PREFIXED with the "PLT" code. Furthermore, said Dog/Bitch will be listed on the "Preferred Quality" list.
PLEASE NOTE: All upgrades are subject to all previously established ISSR rules, as well as final approval by the Breed Warden.
The ISSR, Inc. RESERVES THE RIGHT TO REQUEST ADDITIONAL PICTURES OF ANY DOG APPLYING FOR TEMPORARY, PERMANENT UPGRADE, OR TRANSFER PAPERS, AT ANY TIME.
Section 2: Item F-3.) PLATINUM PLUS certificates with 4 or 5 Gold Stars* will be issued for FREE to any dog that meets all of the Article II Section 2 Item F-2 requirements PLUS
1). has attained a minimum of 3 verifiable OFA certificates recorded in their health* database and/or
*Final OFA hip rating*Normal Elbows*Clear Heart*Normal Thyroid
2.) has attained an accredited working degree via any organization recognized by the ISSR (see full details on the Gold Star program as per Article 3 Section 12).
Article 2: Section 3. Rules Pertaining to Certificates of Registration
The following policies apply to the Certificates of Registration.
Section 3: Item A) If a registered dog is sold without the Certificate of Registration, the certificate must be surrendered by the recorded owner to the TCCP for cancellation.
Section 3: Item B) To obtain a duplicate Certificate of Registration, the recorded owner must file with the TCCP a completed affidavit satisfactorily explaining the loss of the original certificate, and pay the appropriate fee.* Upon approval, a duplicate certificate, so marked, will be issued to the recorded owner.
Section 3: Item C) To obtain a replacement for a certificate which has been torn, mutilated, soiled, or otherwise defaced, but which is still identifiable, the recorded owner must submit the original certificate to the TCCP for identification and pay the replacement fee.*
*This $25 fee is payable DIRECTLY to the TCCP (address on back)
Section 3: Item D) A recorded owner may request a change in the dog's height, markings, or color as shown on the certificate by submitting the Certificate of Registration to the TCCP along with a signed affidavit of height or statements attesting to the corrections or changes, and submit such additional information (copy of championship certificate/other titles earned) as may be required. There shall be no charge* for one (B/W, RED, or ORA) amended or corrected certificate. GOLD certificates can be updated every 12 months (as needed) until the dog/bitch reaches 48 months of age.
*a $25 fee must be paid directly to TCCP for any additional amended, corrected or updated certificates.
Section 3: Item E) Upon the death of a registered dog, its Certificate of Registration and a statement signed by the recorded owner showing the date of death must be submitted to the TCCP for recording. Upon request the TCCP will mark the cancellation on the back of the certificate and return it to the recorded owner.
Section 3: Item F) Whenever legal title to a registered dog passes to another by reason of death of the recorded owner, by reason of foreclosure of any liens, or by any order or decree of court, or otherwise by operation of law, the ISSR, Inc. may transfer the registration of such dog to the new owner upon:
1) Order of a Court of Jurisdiction or their satisfactory proof of authority for transfer.
2) Payment of the transfer fee (listed on the original certificate), as well as, any reasonable cost and expenses of investigation.
3) Satisfaction of such other requirements as may be adopted by the ISSR, Inc.
*** PLEASE NOTE ***
Section 3: Item G) Breed Warnings [X] will be assigned by the Breed Warden to any dog/bitch, over 2 years of age, that "carries" excessive genetic faults, and/or does not receive a passing score on the BCR, and/or is a poor representative of the Breed.
Section 3: Item H) The ISSR, Inc. reserves the right to suspend breeding privileges of ANY dog or bitch that has been shown to produce a substantial percentage of puppies with serious health problems, disqualifying show faults, or a combination of both.
Section 3: Item I) Any Dog/Bitch (over 26 months of age) with an incomplete (70% passing) LMX report, will be evaluated as per available LMX information. In the event said Dog/Bitch shows that 30% or more of those littermates x-rayed have hip dysplasia, the I.S.S.R. will reduce/revoke said Dog/Bitch breeding privileges by assigning a breed warning and/or reducing his/her status to Black/White.
Article 2: Section 4: Rules Pertaining to Litter Registration
The following rules apply to the registration of litters:
All puppies to be registered with the I.S.S.R, Inc. must be born out of previously Registered "RED", "ORA" or "GOLD" Dogs only, and each puppy in the litter must be registered.
Furthermore no litter application will be accepted, unless the Breeder/Co-Breeder has a valid license and signed Breeders Code on file with the ISSR.
Section 4 Item A) Any litter application submitted without a four-generation pedigree on both the Sire and Dam, or a projection pedigree on the specific litter will be denied. Furthermore, complete LMX Data on the Sire and/or Dam MUST meet the required 70% passing hip evaluation, or application will be returned. Any application returned for insufficient LMX data, as per Article 2, Section 4 Item A, can resubmit a restricted form, whereby all progeny will be eligible for ORA or Black/white papers only. Under NO CIRCUMSTANCES will ANY progeny from such litters be eligible for Gold papers!
Item A-1) Restricted litter applications must be submitted if:
a)Neither Sire nor Dam meets the 70% LMX requirements.
b)Both Sire and Dam are ORA, and/or Red papered, or a combination of both.
c) Either Sire/Dam fail to meet any other requirements.
Only restricted "yellow" papers will be issued to all progeny from such breedings. They will not qualify for GOLD upgrades at any time.
Item A-2) LMX data submitted on any Sire or Dam with less then two passing littermates in a litter of five or less will not qualify as having official data to meet the LMX requirements for unrestricted litter papers to be issued.
Item A-3) Any Dog/Bitch without 70% LMX information completed, that does not possess a minimum of 70% passing (of those x-rayed) littermates, or has over 30% of littermates (that have been x-rayed) that have failed their evaluation and/or proven to be dysplastic, will not be eligible for breeding.
*Under NO circumstances will a litter application be accepted without a recent (TCCP) LMI report on both Sire and Dam plus a 30 generation RC report for this litter.
Item A-4) No litter application will be accepted from any breeder nor co-breeder that has had any of their dog(s) ISSR registration(s) suspended/revoked within seven years of application. Furthermore, no litter application will be accepted from any breeder and/or co-breeder (as per Article 2 Section 4) that is not licensed with a signed breeders code on file with the ISSR, Inc. as well as being a member in good standing with the SSDCA, Inc.
Item A-5) No litter application will be accepted from any breeder whose breeding privileges are under investigation by the SSDCA, Inc nor from any breeder that actively owns/co-owns non ISSR approved stock that claim to be “Shiloh Shepherd™” registered dogs. Furthermore, the owner/co-owner of both the Sire and Dam must be members in good standing with the SSDCA, Inc and have a recent signed Breeders Code on file, and one or both must have fulfilled the licensing requirements of the ISSR, Inc.
For complete details regarding licensing requirements, please see Appendix A.
Item A-6) No litter application will be accepted from anyone unless the Breeder/co-breeder has signed the new revised 9/2001 Licensed Breeders Agreement and is in good standing with the Very Important Breeder program.
Section 4: Item B) Any Litter Application submitted to the I.S.S.R. listing 4 or more Breed Warnings [X] in the first 4 generations or two or more "MAW" prefixed ancestors in the first 5 generations or listing an "ORA" or “RED” male as the Sire or an "ORA" or “RED” female as the Dam, MUST be presented with a specific approval notice signed by the Breed Warden.
Item B-1) Any breeding that carries an IC higher than 19% is considered experimental. Any breeding of two dogs without health survey data validating carriers is a test breeding. Any such breedings without proper, prior written approval from the Breed Warden will result in non-registration of the litter.
Section 4: Item C) No Litter Application will be accepted where either the Sire or Dam still has temporary Pink papers. Both Parents MUST have permanent registration certificates.
Section 4: Item D) No puppies will be registered out of any dog/bitch whose breeding privileges have been suspended.
Section 4: Item E): The Litter Application for puppy registration MUST be filled out completely and submitted to the ISSR, Inc. along with a detailed (TCCP) four generation pedigree of both the SIRE and Dam, listing COMPLETED LMX Data as well as, the Breed Warden's "Approval" form, if needed, when puppies are between 40-70 days of age. This application must list the EXACT number of puppies in the litter along with specific details regarding sex, color, coat, and any unusual markings and 1 picture of each individual puppy plus 2 pictures of the entire litter with the DAM (taken within 10 days of birth), as well as at least 2 pictures of the entire litter taken between the 40- 70 day age limit. Any litter application submitted after the 70 day* age limit must be accompanied by the appropriate $1000.00 (per month, or any part there of) fine, and meet all other requirements, otherwise no papers will be issued.
* Unless a 30 day extension has been granted due to extenuating circumstances.
(PLEASE NOTE: The ISSR, Inc. reserves the right to return any pictures that fail to clearly identify any specific dog and request that the owner resubmit a better copy.)
Item E-1) WARNING: No application will be accepted if "THE DAM" listed was under 21 months of age at time of whelping, or over 78 months of age at time of breeding.
Section 4: Item F): The original Breeder of each litter will be issued a "BLUE" or "YELLOW" paper for each puppy over 40 days of age as described in the Litter Application. Upon sale of each puppy the "BLUE" or YELLOW" paper must be returned to the ISSR by the new owners along with all new information of ownership PRIOR TO 210 DAYS (7 MONTHS) OF AGE so that Temporary "PINK" papers can be issued. (IF THE INFORMATION PRESENTED ON THE APPLICATION OF THE NEW OWNER — DOES NOT MATCH WITH THAT OF THE BREEDER — NO CERTIFICATE WILL BE ISSUED.) In the event that the breeder has retained any particular puppy for self or future resale the BLUE or YELLOW paper must be returned to the ISSR, Inc. along with 2 clear pictures of the puppy (1 sitting, 1 standing) and the appropriate fee for temporary "PINK" papers to be issued.
Section 4: Item G) EACH "BLUE" or "YELLOW" PAPER ISSUED MUST BE RETURNED TO THE ISSR, INC. PRIOR TO THE (210 DAYS) 7 months of AGE OF EACH INDIVIDUAL PUPPY. THIS PAPER MUST SHOW WHETHER THE PUPPY WAS SOLD-KEPT-OR DECEASED. A $3 PER DAY PENALTY WILL BE CHARGED FOR ANY LATE RETURNS. ALL BREEDING PRIVILEGES (NOW AVAILABLE TO THE BREEDER) MAY BE SUSPENDED IF EACH LITTER PAPER ISSUED IS NOT RETURNED PRIOR TO 1 YEAR FROM DATE OF BIRTH.
Section 4: Item H): Placement Forms must be filled out between 70 and 180 days of age to qualify each individual puppy for Temporary (PINK) Certificates of Registration. Completed forms must be submitted to the ISSR, Inc. immediately after the litter is sold. There will be a three dollar per day late fee (charged for every day after the 180th day) for a late Placement Form.
WARNING: NO TEMPORARY "PINK" PAPERS WILL BE ISSUED TO ANY PUPPY THAT DOES NOT HAVE A CORRESPONDING PLACEMENT FORM ON FILE WITH THE ISSR, Inc.! ANY BREEDER FAILING TO SUBMIT A COMPLETE PLACEMENT FORM, MAY BE SUSPENDED FROM ANY OTHER REGISTRY PRIVILEGES, UNTIL THE MATTER IS SATISFACTORILY CORRECTED.
Article 2: Section 5: Rules pertaining to the Naming of Dogs
Each certificate will have an area with 30 EMPTY BLOCKS that must be used when selecting a specific name. The newly chosen name CAN NOT consist of more than the 30 allowed letters or spaces and must also meet the following requirements:
Section 5: Item A): All letters in a dog's name are limited to the standard English alphabet. When Registration Certificates are printed, all letters are capitalized. Periods, commas, diacritical markings (accent grave, accent acute, umlaut, etc.) common symbols (&,$,#, etc.) are not printed on Registration Certificates in a dog's name. Apostrophes and hyphens are the only punctuation marks that can appear in a dog's name.
Section 5: Item B): One block must be left empty between each word, unless an apostrophe or hyphen is used to separate or accentuate a particular group of words.
Section 5: Item C): Each dog's name must contain either the registered kennel name of the kennel of origin, or the breeders last name. If a name submitted does not contain one of the above, the ISSR, Inc. will automatically prefix the name with:
Section 5: Item E): In the event that the name selected has already been used, the owner will be notified to the affect, and an alternative selection can then be submitted.
Article 2: Section 6: Rules Pertaining to Registered Kennel Name
Only members in good standing with the SSDCA, Inc./recognized parent club are eligible to participate.
Section 6: Item A): To register any particular name as a SPECIFIC "KENNEL NAME" to be used ONLY by the owner of same, a request must be submitted to the ISSR along with the appropriate registration fee of $100*. All registered kennel names will be subject to a $100* renewal fee every three years.
*The ISSR reserves the right to change this fee at any time with a minimum (30 day) notice!
Section 6: Item B): Once the chosen name is confirmed with a Personal D/B/A Certificate, signed by the owner, (Notarized or witnessed by 2 individuals) NO other person will be allowed to register any dogs using that name unless when naming progeny, that specifically originated from that particular kennel.
Section 6: Item C): In the event a kennel name consists of more then 10 letters/spaces, an alternate prefix, to be used exclusively for identification of progeny produced by said kennel, must be chosen and submitted with the application.
Section 6: Item D): There are no time limits attached to the use of any specific kennel name provided that the owner of said name is a member in good standing with the I.S.S.R., Inc./SSDCA, Inc. (recognized parent club). In the event that activity should lapse for 2 or more years, the said name can then be assigned to another person that meets the appropriate requirements.
Please Note: As per Article 2, Section 5, Item C: ALL DOGS REGISTERED WITH THE I.S.S.R., INC. MUST CARRY EITHER THE BREEDER’S LAST NAME OR THE BREEDER’S REGISTERED KENNEL NAME. ANYONE SUBMITTING FOR TEMPORARY REGISTRATION (AFTER 9/1/93) THAT HAS NOT ADDED THE BREEDERS LAST NAME OR REGISTERED KENNEL NAME TO THE INDIVIDUAL CHOSEN NAME; WILL BE AUTOMATICALLY PREFIXED BY THE ISSR, INC. WITH THE BREEDERS REGISTERED KENNEL NAME OR (IF ONE IS NOT AVAILABLE) THEN WITH THE BREEDERS LAST NAME. NO EXCEPTIONS!!
ARTICLE 3: TITLES AND DEGREES
Article 3: Section 1. Junior Championship Certificates
A Junior Championship Certificate will be presented to any puppy under 12 months of age that has accumulated a total of 10 or more points under 2 or more different judges with at least one major.
Section 1: Item A): Winners puppy dog/bitch at any show, earns 1 point for every other dog over two months of age in the same sex group.
Section 2: Item B): Best of Winners will receive the same number of points as the opposite sex winner (or whichever number is greater.)
Section 2: Item C): Puppy Group wins are calculated toward points in the same manner as Adult Group Placement wins (see chart in Article 3 Section 2, Item C.)
Section 2: Item D): A Best in Show Puppy win will be automatically calculated as a 5 point major as long as 5 or more Rare Breed (Herding) dogs have competed in Group, where several other Rare breeds are in competition.
Section 2: Item E): Upon fulfilling all requirements, the ISSR will award a Junior Championship certificate, and the title will be recorded on said puppy's registration certificate as a JR. CH.
Section 2: Item F): Tabulations for the annual Highest Scoring Junior Puppy of the Year will be recorded in the same manner as the Adult GV and NS tabulations and the yearly award will be announced along with the Adult GV and NS awards.
Section 2: Item G): Upon completion of Junior Championship AND completion of adult upgrade (from Temporary Pink to GOLD-ORANGE or RED status), seven (7) of the champion points earned will be assigned to the individual adult show record at which time all rules listed in Article 3 Section 2 will apply.
Section 2: Item H): Any puppy after reaching 12 months of age that has failed to attain the minimum required (10) points to earn his/her Junior Championship may continue to compete for his adult title but all previous points will be forfeited.
Article 3: Section 2. Adult Championship Certificates
Championship Certificates will be presented to any dog that has accumulated a total of 15 or more points under 3 or more different judges with at least two majors (under two different judges.)
Section 2: Item A): Winners dog/bitch at any show, earns 1 point for every other dog entered (over 6 months of age) in the same sex group.
Section 2: Item B): Best of Winners will receive the same number of points as the opposite sex winner (or whichever number is greater.)
Section 2: Item C): Group 1, 2, 3, 4 wins constitute points as follows:

Section 2: Item D): A Best in Show win will be automatically calculated as a 5 point major as long as 5 or more Rare Breed (Herding) dogs have competed in Group, where several other Rare breeds are in competition.
Section 2: Item E): A Best of Breed or Best of Opposite Sex win, earned by any dog or bitch that has completed all adult championship requirements, will be calculated toward the Grand Victor or Grand Victrix award to be presented to the highest scoring dog at the end of each fiscal year (as per Article 3 Section 3 item D).
Article 3: Section 3: Point Tabulation for G.V. (Grand Victor/Victrix) and N.S. (National Selects)
Will be kept by the I.S.S.R. on a continuing basis, as follows:
Section 3: Item A): Best Of Breed (BOB) winner will be assigned 1 point for each breed dog in competition (over 12 months of age), including self.
Section 3: Item B): Best of Opposite (BOS) winner will be assigned 1 point for each breed dog in competition (over 12 months of age), minus 1.
The highest scoring Best of Breed and Best of Opposite Sex dogs will be selected yearly for the Prestigious title of GRAND VICTOR AND GRAND VICTRIX; the remaining champions from both sex groups will be scored in the same manner and the results of each years TOP TEN National Selects will be listed on the ISSR, Inc. web site with the appropriate # placement listed. The registration certificate of each of these dogs will be upgraded FREE OF CHARGE by the ISSR to read N.S. CH. (dog's name). Only the highest scoring (#1) select dog and bitch will be allowed to be prefixed with a G.V. CH in front of their name!
Section 3: Item C): National Select Tabulations will be calculated for each fiscal year. The dog and bitch earning the most BOB and BOS awards (against the highest number of Shiloh Shepherds™ defeated) will be awarded the Grand Victor/Grand Victrix trophies. The runner ups will be awarded a certificate stating the dog's name, ISSR number, and actual position on the Top-Ten National Select Chart.
*All dogs/bitches competing for these awards must have Adult Registration Numbers and have finished their championship degree prior to the close of that fiscal year.
Section 3: Item D): All GV and NS tabulations will be finalized 31 days prior to the end of that fiscal year. Following year’s tabulations will begin 8/1/98 and end 7/31/99 and continue in like manner for the above awards only.
*Please note: Tabulation for GV, NS, and Highest Scoring Junior Puppy awards will end on 7/31 of each year in order for awards to be presented during the August Homecoming. The fiscal year for all point tabulation will begin on 8/1 for the following year.
* Please note: the I.S.S.R. will not be responsible for documentation of any data that has not been properly presented to same.
ARTICLE 3 Section 4: Register of Merit (ROM)
Any dog that has earned not less than a total of (250) points from the combined efforts of not less then three of its progeny will be awarded the right to have his/her name suffixed with the (ROM) acronym.
Points will be tabulated for each Sire and Dam as follows:
10 Points for each Championship point earned will be credited to the Sire and Dam
as follows:
Plus group placements will be:
Group 1 wins will constitute 40 points
Group 2 wins will constitute 30 points
Group 3 wins will constitute 20 points
Group 4 wins will constitute 10 points
Plus an additional
25 points will be added for a "BOS" win
50 points will be added for a "BOB" win
100 points will be added for a "BIS" win
Article 3: Section 5: Restrictions on Showing Dogs/Bitches
All breeding quality dogs, that have not been neutered, spayed, or altered in any other way may compete for Championship Titles as follows:
PLEASE NOTE: Any Win Sheets obtained from UNAPPROVED sources WILL NOT be accepted! The recognized "Parent Club" will be responsible for maintaining accurate data on approved dog show organizations as well as listings of all upcoming shows.
3) All Approved (Rev 2/2003) Win Sheets MUST be mailed to the ISSR, Inc. within (10 days) from the date of show or any points earned will not be credited.
Article 3: Section 6: Forfeiture of Points
In the event that a dog/bitch has not received permanent registration prior to any show win, the ISSR will allow a grace period of not more than 180 days (6 months). If the dog is not permanently registered by that time the points earned, minus one, will automatically be credited to the reserve Winners Dog/Bitch.

Article 3: Section 7: Submission of Win Sheets
Section 7 Item 1: All Win Sheets must be mailed to the ISSR, Inc. within ten days from the date of the show in which points were awarded, or those points will be lost. Requests to extend this grace period due to extenuating circumstances must be submitted in writing prior to the expiration of the ten day period. The ISSR, Inc. will remain the sole determiner of whether or not to grant extensions.
ANYONE FAILING TO SEND IN THEIR WIN SHEETS WITHIN THE 10 DAY LIMIT (WITHOUT NOTICE) WILL AUTOMATICALLY FORFEIT ALL POINTS EARNED AND THEY WILL BE APPLIED TO THE RESERVE WINNERS DOG OR BITCH!!
**THERE WILL BE NO EXCEPTIONS!!
Section 7 Item 2: Incomplete/incorrect Win Sheets will be returned and a $10 re-submission fee will be charged per Win Sheet. If they are not re-submitted with the required corrections completed along with the handling fee enclosed - within the time limit provided the reserve Winners Dog/Bitch will be awarded the points (minus 1) earned at that specific show.
Section 7 Item 3: SHOW REPORTS: listing the dates; am/pm; name of show; location; etc. plus the # of points your dog earned at each show can be ordered DIRECTLY through the TCCP by sending a copy of your dog's Registration Certificate along with the $10.00 fee to:

Article 3: Section 8: Judging Certificates
The I.S.S.R., Inc. will issue Provisional Judging Certificates to anyone that qualifies as per FCI requirements and has met all of the following ISSR, Inc. qualifications:
Section 8: Item A): Any person that is a member in good standing with the SSDCA, Inc. and is in the VIB/OSS Program and has a clean record with the I.S.S.R., Inc.
Section 8: Item B): Any person that has shown/bred or trained dogs for a period of 9 years or more.
Section 8: Item C): Any person that has also bred Shilohs for a minimum of 7 years, or has produced at least 7 or more litters of quality puppies or finished 7 or more Shiloh Champions, or a combination of the above.
Section 8: Item D): Upon completing (ABC) requirements said person must submit a "Letter of Intent" stating why he or she is interested in becoming an ISSR, Inc. certified Shiloh Shepherd™ Judge. The ISSR, Inc. will then appoint at least 3 apprentice shows, and the applicant can choose 4 others.
Upon completion of all 7 "apprenticing shows", under at least 3 different properly accredited judges, the applicant must then present the Breed Warden with detailed statement letters from each judge.
Whereupon passing all requirements, the ISSR, Inc. will then issue a Temporary Judging License.
Section 8: Item E): The Temporary license will be in effect for a trial period of 18 months during which time a minimum of four additional judging assignments must be fulfilled. In the event that no charges of any kind are placed against this person, the license will then become permanent and considered to remain so as long as the said judge remains an active member in good standing with the SSDCA, Inc., the parent club of the ISSR, Inc. Any lapse of judging assignments for a period of three years (36 months) or longer will constitute a need for additional recertification, as per Section 8, Item D.
Section 8: Item F): Charges of misconduct may be brought against any judge, temporary or permanent, by submitting in writing, within ten days following the date of occurrence of the complaint, a letter to the ISSR, Inc. and The Parent Breed Club detailing the circumstances of the complaint. An emergency session of the ISSR, Inc. Board of Directors will determine whether or not the charges have sufficient substance to immediately suspend the accused judge pending future investigation. The recognized Breed Club (SSDCA, Inc.) Advisory Board will then examine the charges in detail, determine their validity and severity, and within thirty days from issuance of any suspension, render a final judgment. Judgments that may be passed include absolution, suspension, or revocation of license. The Board of Directors may consider previous incidents involving the same judge in determining their judgment.
Article 3: Section 9: Temperament Test Certificates
Will be issued by the ISSR to any dog/bitch over 10 months of age that has completed the specific 10 station test with a passing score.
Section 9: Item A): Temperament tests may be administered by an I.S.S.R. Judge, I.S.S.R. Breed Warden, or any other person certified as a "Temperament Tester" by the I.S.S.R. All TT-LER-BCR approved testers must be re-certified every 3 years by passing both a written and oral exam administered by an ISSR licensed judge.
Please note: Please be sure to ask your judge/tester to present you with proof of a valid ISSR license.
Section 9: Item B): The appropriate fee must be presented to the "tester" along with a copy of the dogs Registration Certificate.
Section 9: Item C): Any dog that fails to pass can be tested again after the 30 day waiting period has expired.
Section 9: Item D): There are NO OTHER limitation placed on the number of times any specific dog can be tested. (Except for the 30 day period listed in item C)
Article 3: Section 10: Breeding Certificate Reports (B.C.R.)
Will be available through the I.S.S.R. to any dog/bitch 2 years of age or older as follows:
Section 10: Item A): The individual dog must be tested by a recognized I.S.S.R. Judge or Breed Warden, Deputy Breed Warden, or Specially Designated "Tester".
Section 10: Item B): A complete 5 generation (DETAILED) Pedigree and LMI Report must be presented at the time of testing.
Section 10: Item C): 2 pictures of said dog (to be used on the certificate) may be presented, or taken prior to the evaluation (one side view - standing, one front view - sitting).
Section 10: Item D): The application form along with the appropriate fee must also be presented at time of evaluation.
Section 10: Item E): The owner will be issued a certificate that states the following information pertaining to said dog/bitch.
1. Name, age, sex, color, coat, height, weight.
2 Both pictures will be used in the final reproduction of said certificate (A COPY of the original pictures & Certificate will be kept on file.)
3. Complete conformation evaluation
4. Complete detailed temperament evaluation
5. Complete genetic evaluation using litter mates as well as pedigree information.
6. LISTING OF BREEDING RECOMMENDATIONS
7.LISTING OF BREED WARNINGS
8. The Final Certificate will be NOTARIZED and sealed in plastic, before being mailed to the owner.
Article 3: Section 11: Procedure for BCR Testing
Section 11: Item A): The tester must submit completely filled out Conformation & Temperament Evaluation Forms (that will be kept on record) with each BCR. Copies of these test scores are available to the owner of dog tested, upon request. They will not be available to anyone else except for the Breed Warden.
Section 11: Item B): Each report must be mailed in with:
- a copy of a 5 generation (itemized pedigree) and
- a copy of the dogs I.S.S.R. Registration Certificate and
- a copy of a complete LMI report
- a copy of said dog's OFA/PennHip Certification
- TWO SETS of pictures (one sitting, one standing) provided by the owner or taken by the tester at the time the report was compiled and
- the completed signed Judge’s Score sheet, along with the signed BCR Certificate.
IN THE EVENT THAT A COMPLAINT IS SUBMITTED AGAINST THE TESTER THE SAID DOG/BITCH CAN BE RETESTED BY THE BREED WARDEN
IF A DIFFERENCE OF 75 OR MORE POINTS IS NOTED IN EITHER CATEGORY, THEN THERE WILL BE NO CHARGE FOR THE RETEST.
IF LESS THAN 75 POINTS IS NOTED IN EITHER CATEGORY, THEN THE $150 FEE FOR TESTING MUST BE RESUBMITTED AND THE ORIGINAL REPORT WILL REMAIN IN EFFECT.
Article 3 Section 12: Gold Star Program
Special 3-4-5 Star Certificates will be issued to any adult papered RED/ORA/GOL dog that has attained (accumulated) his/her stars by fulfilling any combination of the following requirements.
1. Has attained a minimum of 3 OFA verified certificates recorded in the OFA health database, and/or
2. Completed his/her ISSR breed club Championship, and/or
3. Earned an accredited working degree via an ISSR recognized organization, such as the AHBA (American Herding Breed Association), DVG America (Deutscher Verband der Gebrauchshundsportvereine), USA (United Schutzhund Clubs of America), PSA (Protection Sports Association) or any ISSR sanctioned STM certification.
ARTICLE 4: SPECIAL SERVICE
* The ISSR Breed Warden will certify the hip status of any dog/bitch over 12 months of age that is applying for BLACK/WHITE or “SP” (Still Permissible) Papers ONLY!
Please Note: All dogs to be registered with breeding (RED,ORANGE or GOLD) papers MUST submit either a copy of their OFA or a copy of their PennHip/other certificate, along with an approved CGC/Temperament Test, and verification of size, attested to by a certified K-9 judge, etc. as per Article II, section 2, items A, B, C, D.
Article 4: Section 1: Hip x-ray Certification
Section 1: Item A): A) Hip x-rays presented under 2 years of age will receive a "FAIR" rating, unless they appear to be exceptionally good.
Section 1: Item B): Any x-rays submitted that are of poor quality (either too light or too dark) or have the dog positioned improperly will receive a "FAIR" rating, unless they are totally questionable in which case they will be returned - unrated.
Section 1: Item C): Any dog under 2 years of age that shows slight subluxation but with NO remodeling will receive a "FAIR". Any dog/bitch over 2 years of age that shows slight subluxation with very mild remodeling in one or both hips, but has at least 80% of his/her littermates that have passed their x-rays, and submits good cause MAY receive a "STILL PERMISSIBLE" rating by the Breed Warden. This rating will allow the said dog/bitch to be bred only once and at least 80% of the progeny from that breeding must pass their hip requirements in order for said dog/bitch to receive permanent breeding paper. In the event that the progeny tested fail to meet the requirements the S.P. rating will be revoked and NON-BREEDING papers issued. (AS PER ARTICLE 2, SECTION 2, ITEM C)
* Any SP dogs used for breeding (after the first litter passes) should submit their x-rays to the OFA, upon reaching the age of maturity. (36-48 months)
Section 1: Item D): Any BLACK/WHITE dog/bitch over 2 years of age will be permanently rated as FAIR, GOOD, EXCELLENT. In the event that the owner of said dog/bitch objects to the ISSR rating, x-rays may be sent to the OFA and if a HIGHER rating is placed on the said dog hips, the ISSR will upgrade the rating, FOR FREE and a corrected registration certification will be issued.
Section 1: Item E): The Breed Warden will always take the dog’s age and littermate information into consideration when placing a specific grade classification on said dog/bitch.
Section 1: Item F): In the event that the owner of a registered dog/bitch would like to upgrade the specific hip rating listed, another x-ray can be submitted to the OFA/PennHip for re-evaluation.
Section 1: Item G): Dogs over 5 years of age will receive a much better rating than dogs at 12 months therefore anyone that has received a "FAIR" rating at one year is encouraged to have it upgraded at a later time.
Section 1: Item H): All x-rays submitted to the ISSR MUST be kept on file at the main office. X-rays WILL NOT be returned to Vet Clinic of origin or to the owners of dog registered.
Section 1: Item I): Any x-rays that fail to pass the minimum requirements set by the Breed Warden will be marked as NON-BREEDABLE and the said dog registered will receive B/W (non-breeding) papers only.
Section 1: Item J): ANY attempt to FALSIFY X-RAYS (made by the breeder, owner, or agent thereof) CONSTITUTES AUTOMATIC SUSPENSION, and/or REVOCATION, of ALL PUPPIES/DOGS/BITCHES/PROGENY (Past, Present, or Future) OWNED, and/or CO-OWNED BY THE BREEDER/OWNER, and/or ANY OTHER CONSPIRATOR in the ATTEMPTED DECEPTION.
Article 4: Section 2: L.M.I. (LitterMate Information)
Complete LMI charts are tabulated for every DOG/BITCH registered with the ISSR, Inc. anyone wishing a copy of the LMI on any specific litter* may send a request to:

B) The appropriate $10 fee
*Please note: LMI reports ordered for litters under 3 years of age may be incomplete.
Article 4: Section 3: Progeny Evaluation Reports (P.E.R.)
Can be obtained on any Sire or Dam that has produced one or more litters, registered with the ISSR, Inc. by sending in:
A)The full registered name and ISSR, Inc. number of the stud dog or brood bitch to be evaluated
B)The appropriate ($10) fee, as per the number of litters to be tabulated, directly to the TCCP (address listed above).

ARTICLE 5: FRAUDULENT PRACTICES
A) No person, firm, or corporation shall issue, sell, exchange, give away, or receive, or offer to do any thereof, any false or fraudulent certificate, representing the same to be a genuine Official Certificate issued by the I.S.S.R., Inc.
B) No person, firm, or corporation shall sell, give away, exchange, or receive any Registration Certificates of the I.S.S.R., Inc. without the transfer of the same and correct dog.
C) No person shall advertise, or enter in any competition, any dog registered with the I.S.S.R., Inc. by any name other than its complete registered name.
D) No person shall represent as a registered Shiloh Shepherd™ any dog other than the dog for which the I.S.S.R., Inc. certificate was issued.
E) The Breed Warden shall have the authority, at the expense of the I.S.S.R. and/or the SSDCA, Inc., Parent Breed Club, to employ legal counsel to assist in carrying out these duties and functions. The Breed Warden shall have unrestricted access to any and all records and documents of the I.S.S.R. and shall have the right to bill necessary conference calls, postage, and telephone expenses, etc. to the I.S.S.R., Inc./Parent Breed Club.
F). Complaints to be investigated shall be referred to the Parent Club’s Regional Director and/or Chapter President in whose designated area the complaint originates. He/she should investigate the matter as needed and present a complete report to the Breed Warden, who in turn will investigate the situation, and present a report to the SSDCA, Inc. Advisory Board of Directors by mail, fax, or phone. If, by determination of a majority of members, mediation is possible, a suggested resolution should be presented to the parties involved by the Regional Director/Chapter President who has prepared the report.
G) After mediation is complete, the Advisory Board of Directors of the SSDCA, Inc./Parent Breed Club reserves the right to have made public, or not made public, any of its decisions and dispossession. Any public reprimand shall be printed as soon as possible in THE NEXT NEWSLETTER and shall include a concise statement of the fact, of the case, as well as its disposition and/or the Breed Warden's opinion.
*** The SSDCA, Inc. Advisory Board of Directors reserves the right to approve anything issued under its name before it is printed and to include, or not include names, as it sees fit.
